MINUTES OF THE MEETING OF GREETWELL PARISH COUNCIL HELD ON MONDAY 7 JANUARY 2019 IN THE OLD SCHOOL, NETTLEHAM.

PRESENT: Councillors John Taylor (Chairman), Mrs Sarah Bates (Vice Chair), Alex Harris, Keith Johnson, Mike Taylor, Chris Thatcher, County Councillor Ian Fleetwood, District Councillor Mrs Anne Welburn (till 8.15), 8 residents

The Chairman opened the meeting by announcing with regret the passing away of former Councillor Tony Melrose. Condolences had been expressed to his family on behalf of the Parish Council.

PARISHIONERS ITEMS

Residents were in attendance to discuss the possibility of Greetwell producing a Neighbourhood Plan. As this was an agenda item members agreed that the item be discussed earlier in the evening in order to enable the County and District Councillors present to join in the discussion.

A resident had offered to participate in the Community Speed Watch speed gun initiative. This would be an agenda item for the next meeting of the Parish Council.

A further request was made by a resident for 30mph wheelie bin stickers to be purchased for Westfield Drive.

133 – 18/19 POLICE MATTERS

An attempted break in to a bungalow on Wragby Road East was reported.

Incidents of graffiti had occurred in the parish.

134 – 18/19 PLANNING ITEMS

a) Consideration of production of a Neighbourhood Plan for Greetwell – request by residents – The Chairman and Vice Chair explained that this had previously been discussed in 2015 and a survey carried out through the Greetwell News of June 2015 of which there had been 400 copies sent out, with 8 completed and returned (2%).

District Councillor Mrs Anne Welburn explained that a Neighbourhood Plan would be the working and administration of a Steering Group. The Parish Council would hold grant funds and pay invoices. DC Mrs Welburn stated that she would be happy to assist the Steering Group if one were formed.

More information would be made available for residents at a future meeting when it would be decided upon whether a Steering Group should be formed.

135 – 18/19 DISTRICT COUNCILLORS REPORT - Councillors M Palmer and A Welburn

‘Happy New Year to you all and thank you for all the hard work you do for your communities.

West Lindsey District Council has announced that the charge for garden waste collections will remain at the 2018 price of £35 for the upcoming year.

A report presented to councillors, showed how the implementation of the charge had been a success with 58 per cent of those residents who could have the service signing up. The report also stated that there had been no reported increase in fly-tipping of garden waste, which had been a particular concern for members when considering the charge.

The official launch of the Mayflower 400 international programme took place in the House of Commons in Dec, WL are participating in the project, largely based on the connection with the Old Hall at Gainsborough. The Mayflower 400 commemoration, marking the sailing of the Mayflower ship in 1620 from England to the America, will explore all aspects of the Mayflower history and legacy. The commemoration programme in 2020 will comprise over 400 events that will span four Nations – Britain, USA, the Netherlands and the Wampanoag – and is anticipated to yield a significant £440m impact on the business turnover across the UK Mayflower Compact destinations. In addition, the programme will benefit from £700,000 of Arts Council National Lottery funding.

Tax relief incentives are being offered to businesses to locate to two key employment sites in a West Lindsey.

Central Lincolnshire Food Enterprise Zone (Hemswell Cliff) Somerby Park (Gainsborough). Hemswell Cliff has 28 acres of new employment land to support the growth of the regional food and farming supply chain along the A15 corridor and is designed to unlock private sector investment into the district. This will be time-limited for new or expanding businesses.

The Councillor Initiative Fund will close at the end of Feb 2019, if you have any outstanding applications please ensure they are submitted before that date.

Pocket Parks - The Ministry of Housing, Communities & Local Government has announced the re-opening of the Pocket Parks Programme with a fund of £1 million available for pocket park projects led by community groups.

Grants up to £15,000 are available to build new pocket parks and up to £25,000 is available for renovating existing parks. Match funding of 30% is required for any application. Any grants awarded will also have to be paid to the local authority (WLDC) to manage the funds and pay to the group. How WLDC can support groups interested in this scheme? The Match Funding Grant has the potential to provide the match funding required for this scheme. They have also provided fund management for 2 successful pocket park grants in the last round and are more than happy to do this for any new applications made by groups in West Lindsey. Advanced notice of a group’s intention to apply helps WL better plan and support them.

Police Survey - The residents of Lincolnshire will be asked their views on policing and crime in a county-wide study. Everyone across the county has the opportunity to answer questions on a range of subjects including police funding, experience of crime, effectiveness of police response and methods of reporting incidents. Each respondent will be invited to sign up to a special panel, called Lincolnshire’s SAFER TOGETHER Research Panel, and be invited to take part in further surveys throughout the year. A survey launched last year received nearly 3,000 responses in just three weeks. This year the survey is timed to coincide with budget setting and will remain open until 16 January 2019. County Councillor Ian Fleetwood had produced a January brief (attached to these minutes).

He also stated that it was likely that Hawthorne Road would be closed for access to Bunkers Hill by autumn 2019 and that Bardney Bridge would be closed for a period of ten weeks from April 2019.

‘We have noted the planned permission for housing development at Greetwell Fields along with others sites along the route. We will be working with other major schemes in the area to manage traffic movements within construction programmes to minimise disruption to local roads, and will note the Greetwell Fields development within our Framework Construction Traffic Management Plan that will be accompanying our planning application.’

b) Village Gateways – A reply was awaited from LCC Highways for information of Streetworks accredited contractors.

c) Resurfacing of Westfield Drive footpath – No reply received from LCC Highways.

d) Report by Councillor Alex Harris on his attendance at Councillor Training 8 November 2018 – Councillor Harris stated that the training had been very informative, interesting and worthwhile attending for both new and experienced Councillors.

138 – 18/19 THE CHASE

a) Compulsory purchase of land by Lincolnshire County Council – Nothing further to report. That the Chairman and Clerk act on behalf of the Parish Council between meetings proposed by Councillor Mrs Sarah Bates, seconded by Councillor Mike Taylor and unanimously Resolved.

b) Vehicular damage to turfed area – Following damaged caused to the newly reinstated turfed area by a vehicle during the hours of darkness arrangements had been made by the Chairman and Clerk to purchase two bollards and padlocks to be fitted to prevent unauthorised vehicular access to the open space/play area and arrangements made for the damaged area to be further reinstated.

The above actions were unanimously Resolved

c) To ratify works undertake to the See Saw – The see saw had been repaired at a cost of £123.70.

139 – 18/19 ACCOUNTS FOR PAYMENT

  • Parish Magazine Printing – Greetwell News - £59.25
  • Nettleham Parish Council – Room hire – 3.12.2018 - £9.00
  • Todds Office Solutions Ltd – A4 paper – Net £13.15, VAT £2.63 = £15.78
  • Fixfirm Ltd – 2 Bollards and padlocks for The Chase – Net £241.45, VAT £48.29, Total = £289.78
  • Mrs C Myers – expenses December = £70.71

That the above payments be made - unanimously Resolved.

c) To consider prices for marquees/gazebos to be purchased from District Councillors Initiative Fund – Two prices had been obtained one in the sum of £379.99 and the second in the sum of £169.98. The first priced gazebo being the most favourable as easier to erect.

That the gazebo for £379.99 be purchased from funds allocated from District Councillors Anne Welburn and Maureen Palmer be purchased. Proposed by Councillor Chris Thatcher, seconded by Councillor Keith Johnson - unanimously Resolved.

d) To consider implementation of the NJC pay awards 2019/20 for Clerk – That the new pay award be implemented from 1st April 2019 - unanimously Resolved.

The Clerk reported that she had received a timetable for elections 2019.

Bardney Bridge Closure for repairs: Lincolnshire County Council conducted a survey of the road bridge which crosses the River Witham by Bardney Sugar Factory recently. Unfortunately they have found defects on the underside which they wish to repair at the earliest opportunity, so are carrying out the work from mid-April until July with closure to vehicles for most of this time.

Joint collaboration "falls service" for Lincolnshire launched in time for winter: A pilot response service to help people who have suffered a fall has been launched in Lincolnshire. Lincolnshire County Council has allocated £400,000 to help run the pilot in collaboration with East Midlands Ambulance Service (EMAS) and LIVES.

Dementia support service survey: If you have experience of dementia or memory loss with a family member or friend, as an informal carer or through work, then we would like to hear from you. You have until 21 January to fill in this survey, the results of which will be used to inform the re-commissioning of our dementia support service. Winter Sunday opening for LCES: To help deal with increased demand over the winter, NRS Healthcare, the providers of Lincolnshire Community Equipment Service (LCES) for people who require equipment to live independently in their own homes, will be opening their office on Sundays. The equipment that Lincolnshire ICES provide can be simple equipment such as walking frames and crutches to aid mobility too more complex equipment such as beds, mobile hoists, and pressure care equipment.
