123 – 19/20 POLICE MATTERS

Report from PCSO Jackie Parker:-

  • 7.10.2019 – Greetwell Road – Cow in Road – Transport hazard
  • In the area generally there have been a few farm breaks-ins – taking of equipment and vehicles etc.

124 – 19/20 COUNTY COUNCILLORS REPORT

CC Ian Fleetwood has sent his ‘Brief’ (attached). He also reported that the Lincoln Eastern Bypass was ongoing but progress was slower due to the weather conditions. It is however on target for a May 2020 completion.

CC Fleetwood also advised the Parish Council that WLDC Planning had stated that following an amendment to the Section 106 Agreement at The Chase it may be possible to sell off surplus land.

Members agreed that a decision on this would best be decided upon following completion of the LEB.

DC Anne Welburn reported on a meeting held with the Footpaths Officer at LCC re upgrading of local Definitive Rights of Way.

b) Re the Central Lincolnshire Plan, Village Fact Check – It was noted that the Check did not include a Convenience Store and the Clerk would advise that this should be added.

c) Traffic Regulation Order, corner of Westfield Drive/Westfield Approach – CC Ian Fleetwood stated that Highway Officers had confirmed to him that this would be progressed in January.

d) Community Speedwatch – Councillor Mrs Sarah Bates stated that she had five persons waiting to be trained to use the equipment and the training session would be incorporated with Cherry Willingham’s volunteers.

e) Bulb Planting – It was reported that unfortunately the WLDC Conservation Volunteers had been unable to plant the bulbs for Greetwell but DC Mrs Anne Welburn had arranged for planting at a cost of £37.50. This amount was reclaimable through her Community Fund and the Clerk would submit an application.

f) Splitter Island – Westfield Drive/A158 junction – Notification received from LCC Highways that they had chosen not remove the island but the electric bollards within the island would be removed and replaced by a singular bollard.

127 – 19/20 TO CONSIDER CONTINUED PARKING PROBLEMS ON FOOTWAY AROUND ROUNDABOUT ON WESTFIELD AVENUE

Reports had been received that parking on the footway was still causing problems in this area. A further report stated that building materials were being delivered to a property near to the roundabout, resulting in the heavy vehicles having to mount the roundabout to get past the parked vehicles causing damage to the grass on the roundabout.

That the roundabout be inspected and, if the damage severe, a costing be sought for reinstatement and a request for payment be made to the owner of the business to whom the deliveries were being made - unanimously Resolved.

That enquiries be made with WLDC Planning to establish if building materials should be delivered to that site - unanimously Resolved.

128 – 19/20 THE CHASE – COMPULSORY PURCHASE OF LAND BY LCC

Nothing further to report from the Parish Councils agent.

The Clerk reported that Andrew and Co (Parish Council Solicitors) would be merging with Chatterton’s Solicitors from 2 December 2019.

c. Half yearly internal audit – The Internal Auditor had been unable to complete the Internal Audit to date.

d. To consider and approve new employer rates for LCC Pension Scheme 2019/2020 – 22/23 – That the new rates be accepted - unanimously Resolved.

e. Budget against spent to 31.11.2019 – This had been circulated by the Clerk and noted that the Council were within budget.

f. To consider Precept for 20/21 – Careful consideration was given to the budget/Precept for the forthcoming financial year taking into account the following funds required:-

Contested election costs as advised by WLDC = £2070.00, Uncontested = £372.00 – a reserve should be built up.

Training/Courses to be paid for as required and Council not subscribe to the LALC Training Scheme.

Any unspent at year end to be included in contingency fund.

That the above agreed and that Greetwell Parish Council precept upon West Lindsey District Council the sum of £9673.00 for the 20/21 financial year unanimously Resolved.

130 – 19/20 PLANNING

Neighbourhood Plan – The next meeting for the Neighbourhood Plan Steering Group would be held on 8 December 2019.

131 – 19/20 CLERKS REPORT

The Clerk reported that she had attended a Clerks Networking Day at Coningsby, organised jointly by Lincolnshire Association of Local Councils and Society of Local Council Clerks. The day had been very informative and enjoyable.

132 – 19/20 CHAIRMANS COMMENTS

The Chairman reported that he had attended a Bypass Update meeting at Cherry Willingham on 14 November 2019.

The latest on, what’s happening in the public sector in Lincolnshire.

Our Gritters are ready for action: Lincolnshire’s gritters will be on call 24/7 until April. This year, the council is using a new weather forecasting service to provide a more detailed picture of what’s happening across the county, helping the team respond more effectively. When temperatures drop, they’ll treat every A and B road in the county - that’s nearly 2,000 miles of highway. They’ll also ensure that, where possible, there’s a treated link to all the main villages, schools and hospitals, with the council stockpiling around 27,000 tonnes of salt for the winter - and another 3,500 in reserve.

School Admission Policies 2021: We are now consulting on any proposed changes to our admission arrangements for the 2021 intake. If a change is proposed, the policy will be displayed on the school admissions policies page.

NHS Dentistry: Recent announcement from NHS England that new NHS dental services for patients requiring routine dental treatment in Boston, Louth, Spalding are being prepared ready for opening in March 2020. The NHS was unable to secure contracts in Mablethorpe and Skegness/Spilsby, due to severe shortage of NHS Dentists which is one of the major factors why the NHS is having difficulty in awarding the contracts. In starting to address the problem of lack of NHS Dentists, we were really pleased to hear there is a Lincolnshire initiative to invite and encourage more young people to consider a career in dentistry.

Dementia Support Service: Community support is available for people with mild cognitive impairment, dementia and their family and carers through the Dementia Support Service now being run by Lincolnshire Partnership Foundation Trust (LPFT). Details about the service, delivered by Dementia Support Workers in local Community Mental Health teams, can be found on our website.

Self Care Week: Although it was in November, it is an annual initiative organised by the Self Care Forum to raise awareness about the benefits of self care and what people can do to take care of their health. Visitors to Lincoln Christmas Market will have an extra treat to enjoy this year!
