MINUTES OF THE MEETING OF GREETWELL PARISH COUNCIL HELD ON MONDAY 1 APRIL 2019 IN THE OLD SCHOOL, NETTLEHAM.

PRESENT: Councillors John Taylor (Chairman), Mrs Sarah Bates (Vice Chairman), Chris Thatcher, Mike Taylor, County Councillor Ian Fleetwood, District Councillors, Chris Darcel, Maureen Palmer, Anne Welburn. 1 resident, Christine Myers (Clerk).

1 – 19/20 PARISHIONERS ITEMS

A resident had expressed concern to DC Anne Welburn about the moving of the bus stop at Old Greetwell. County Councillor Ian Fleetwood offered to raise this issue with LCC Transport.

Further complaints had been received regard a business on Wragby Road East which was a matter being dealt with by WLDC.

6 -19/20 DISTRICT COUNCILLORS REPORT

Cllrs M Palmer and A Welburn

This will be our last report as the District Council has elections on 2 May and the new council will meet 20 May. Your new representatives will therefore report to your June meetings.

Your present representatives Maureen, Chris and Anne intend submitting a motion to the District Council to support a campaign to give private tenants greater security. At the moment, most private renters are on short term contracts of six months or a year, and can be evicted once that term has ended without the landlord having to give a reason. This is a leading cause of homelessness in England.

West Lindsey District Council has an investment plan totalling £37 million, to support its vision for the district and the people it serves. Regeneration, leisure and business growth, feature heavily in the council’s plans over the next five years, as well as continuing to provide vital services for residents. This is a work plan for the next five years which will deliver the new Corporate Plan.

Highlights include:

  • £2.2 million for housing infrastructure.
  • £1 million on roadway improvements.
  • £1.1 million on Saxilby Industrial Units -providing smaller workspace units for businesses.
  • £6.3 million for the district’s first crematorium in Lea.
  • £1.5 million on the Food Enterprise Zone, at Hemswell Cliff, to help unlock the potential of local food and farming businesses, boost the local economy and attract more investment.
  • £5 million on the regeneration of Gainsborough through a development partner and grants.
  • £7.8 million on leisure facilities across the district, which includes the new dry leisure facility in Market Rasen and an outreach facility across the district.

The West Lindsey Churches Festival will once again be held on the weekends of 11-12 and 18-19 May. More details https://www.churchesfestival.info/

The Gainsborough Garden and Food Festival will be held on Friday June 7 to Sunday June 9 with a packed programme of demonstrations and a range of traders from the popular Continental Street Market event, as well as a host of local and regional producers.
Special celebrity guests throughout the three-day event will include the Michelin Star Chef Jean-Christophe Novelli and the CBeebies presenter Katy Ashworth. Madame Zucchini, from Britain’s Got Talent, will also be running some fun children’s workshops.
The event will take place in Market Place, Market Street, Lord Street and Church Street in the town centre will additional activities and entertainment at Marshall’s Yard.

b) Village Gateways – The Clerk confirmed that she had submitted an application for a grant towards the cost of the Gateways.

c) Resurfacing of Westfield Drive Footpath – Nothing further to report.

d) Traffic Regulation Order – A request had been made through County Councillor Ian Fleetwood for a TRO and an update awaited.

e) The Chase – Compulsory purchase of land by LCC – It was understood that the Parish Councils agent at Banks Long & Co would be in touch with LCC.

f) Litter Pick – Reminder of date – Saturday 6 April 2019.

g) Community Speedwatch update – Three residents were now interested in participating in the checks and would be receiving training on 11 April 2019 with residents from Cherry Willingham.

h) Community Collaboration Project Questionnaire – The Clerk was asked to complete this questionnaire organised by LALC.

8 -19/20 GARDEN PARTY AND PRODUCE SHOW – TO APPOINT A WORKING PARTY

Councillors Mrs Sarah Bates, Mike Taylor and Chris Thatcher agreed to form a Working Party for the organisation of the event. The first planning meeting to take place on 23 April 2019.

9-19/20 FINANCE

a) Accounts for payment/paid :-

  • Nettleham Parish Council – room hire 4.3.2019 - £9.00
  • LALC – Annual Subscription - £239.84
  • Mrs C Myers – expenses = £70.56
  • EKM Ltd – Play equipment inspections – Net £40.00, VAT £8.00, Total = £48.00
  • Parish Magazine Printing Co – Greetwell News = £67.48
  • Mrs C Myers – refreshments for Annual Parish Meeting = £7.99

That the above accounts be paid if not already done so – unanimously Resolved.

b) Income:-

  • HMRC VAT Refund - £113.07
  • HMRC – VAT Refund = £107.52

c) Budget against spent 2018/2019 – All members had been copied a statement which was within budget.

d) Audit Code of Practice 2020 – To consider any comments to make – As this was a matter being dealt with by LALC no comments were made.

10 – 19/20 PLANNING

a) Neighbourhood Plan for Greetwell – update – A further meeting of the Working Group had been held and an application made to WLDC to designate an area for the Greetwell Neighbourhood Plan.

b) Application 139191 – 3 Wragby Road East – single storey side extension – Circulated amongst members and no objections.

11 – 19/20 CLERKS REPORT

The Clerk reported that LCC had stated that there were a number of bus shelters in the County requiring urgent refurbishment and these were priority. Greetwell’s bus shelters would be reviewed after these sites had been dealt with.

An invitation had been received for a representative to view the progress on the new Lincoln Eastern Bypass on 15 April. That Councillor Mrs Bates attend unanimously Resolved.

Cllr. Ian Fleetwood's - April 2019 brief

The latest on, what’s happening in the public sector in Lincolnshire.

The NHS in Lincolnshire has launched the Healthy Conversation 2019: An engagement exercise, which will run into the autumn of this year. Information can be accessed at https://www.lincolnshire.nhs.uk/healthy-conversation
We have been asking for NHS organisations to publish their future plans and have an honest conversation with the public for far too long, and at last it seems there is a firm commitment to do this. I believe there are many positives in the proposals which demonstrate key roles for all of Lincolnshire's hospital sites, giving them a secure and strong future. We now need to consider the detail carefully and practically, to see how health services will continue to work alongside both adult and children's social care services and our public health work.

Most importantly, we need to be assured that changes are sustainable and really meet residents' needs. We will also want assurances on the realities of these proposals, especially for remote rural communities. It's vital that NHS organisations listen to our residents so they have choice and confidence in their health services. I'd encourage everyone in Lincolnshire to share their experiences and make their views known, both during the initial engagement, and during the formal consultation later in the year, as I am sure all of you will do.

Have your say on heritage proposals: In January, the county council revealed plans that could see changes at The Collection and Usher Gallery, Gainsborough Old Hall, Discover Stamford, Lincoln Castle and windmills in Lincoln, Alford and Burgh Le Marsh. A consultation on the proposals is running until Wednesday 24 April at www.lincolnshire.gov.uk/heritageconsultation. Lincoln Museum of the Moon exhibition attracts thousands: More than 8,000 visitors have already enjoyed an out-of-this-world experience with the spectacular art installation at The Collection Museum. Until 28 April, the Lincoln attraction is hosting Museum of the Moon, a touring artwork by UK artist Luke Jerram.

Planetarium returns to The Collection: The Collection is once again ready to take you on a journey into space, celebrating the 50th anniversary of the Apollo moon landings. Back by popular demand on Saturday 27 and Sunday 28 April the Lincoln museum will host the county’s only mobile planetarium. It also complements the current Museum of the Moon exhibition and touring artwork that comes to the end of its run at the museum on 28 April.
