MINUTES OF THE MEETING OF GREETWELL PARISH COUNCIL HELD ON MONDAY 4 FEBRUARY 2019 IN THE SMALL HALL, OLD SCHOOL, NETTLEHAM.

143 -18/19 PARISHIONERS ITEMS

Residents had raised concern about the amount of dog fouling around the junction of Lawley Close/Westfield Avenue. A request for a dog bin to be provided had been received. It was pointed out that if a suitable position for a dog bin could be agreed this could be applied for through West Lindsey District Council. In the meantime ‘No Dog Fouling’ notices would be displayed in the area.

Councillor Alex Harris – that the reason given be accepted - unanimously Resolved.

147 – 18/19 ADDRESS BY MRS JANET CLARK, COMMUNITY LINCS ON PRODUCTION OF A NEIGHBOURHOOD PLAN

Mrs Clark explained to the meeting that West Lindsey District Council and Community Lincs were available to support a Working Group in order to produce a Neighbourhood Plan for the Parish. Having a NP enables communities to have more say in the development of their parish and also address some of the housing shortages.

150 – 18/19 DISTRICT COUNCILLORS REPORTS - Cllrs M Palmer and A Welburn

Greater Lincolnshire has been chosen as one of the Government’s new Manufacturing Zones in the East Midlands and will receive £155,000 to further support the creation of the three Food Enterprise Zones, including the one at Hemswell Cliff, where the funding will be used to further develop the use of smart grid technology.

Market Rasen Racecourse is presenting the Love Market Rasen Race day on Sunday 17 February 2019.

As well as a full programme of jump racing, lots of activities are being laid on for families to enjoy including:

  • Football fun with Mini Kicks
  • Model Railway
  • Agricultural display of new & old
  • Live music from The Moonshiners
  • Pop up market
  • Bake Off and lots more!

Theo Ancient who starred as Albus Potter in Harry Potter and the Cursed Child will be performing in Gainsborough on Tuesday 12 February 2019, 8 pm. He will be performing a solo piece in The Shy Manifesto, which takes the experience of being shy as its central subject and he will be running a drama workshop at the theatre prior to the show.” If you know someone who wants to be involved in the workshop with the West End Star, before the performance, please contact Craig Sanders to register for the workshop, which takes place at 4.15 pm to 6 pm. West Lindsey District Council has successfully installed two electric vehicle charging points in Gainsborough thanks to a Government grant. The Energy Saving Trust awarded the grant, to support the purchase and installation of two new 22-kilowatt chargers in Gainsborough’s Roseway Car Park. The electric charge points are now available for motorists to use for 30 pence per Kilowatt hour (pkwh).

For information the council’s one-hour free parking is offered in all council owned car parks.

Up-and-coming athletes in West Lindsey are being given the opportunity to receive funding from a local leisure provider as part of its athletes mentoring scheme.

Everyone Active is urging aspiring sports stars to apply for funding and support as part of its Everyone Active Sporting Champions scheme. An online application form will be open from Monday 21 January to Friday 22 February. All athletes are provided with free access to Everyone Active’s centres across the country, and those on the higher tiers of the programme can also receive a sponsorship grant of up to £5,000 to help towards their training and competition costs. Athletes on the scheme are also given exclusive opportunities to join mentoring sessions led by some of Britain’s most influential sports stars including Olympic silver medallist Colin Jackson CBE. In 2018, the scheme hosted two sessions across the country which not only included talks from industry experts, but Olympic and Paralympic athletes were also on hand to share their experiences with upcoming athletes. Everyone Active operates West Lindsey Leisure Centre and De Aston Sports Centre in partnership with West Lindsey District Council, and is encouraging local athletes to apply for the scheme

a) Village Gateways – The Chairman had met a street works accredited contractor for a site meeting in order for them to issue a quote for fixing the gateways if purchased. The price quoted was £600.00. As the total cost of the project was over the £1000.00 budget the Clerk was asked to investigate the possibility of grant contributions.

b) Resurfacing of Westfield Drive footpath – The LCC Highways Officer had stated that he would be conducting a site visit in order to assess the footpath.

152 – 18/19 TO RE-CONSIDER PARTAKING IN COMMUNITY SPEEDWATCH AND SHARING THE PURCHASING OF EQUIPMENT WITH CHERRY WILLINGHAM PARISH COUNCIL

Cherry Willingham Parish Council had offered to share with Greetwell Parish Council the cost of the equipment purchased for carrying out voluntary speed checks. It was felt that before committing to sharing the equipment more residents required to be available to carry out the checks. This would be mentioned in the next Greetwell News.

Following a request for 30mph Wheelie Bin Stickers for Westfield Drive it was unanimously Resolved that 60 stickers be purchased at a cost of £30.00.

a) Bank Reconciliation to 31.12.2018 – The Chairman signed the Reconciliation. All members had been issued with a copy.

156 – 18/19 PLANNING ITEMS

a) Neighbourhood Plan for Greetwell – To consider agreement in principle to the production of a Neighbourhood Plan - It was understood that 8 residents of Greetwell were interested in being part of the Steering Group. Councillor Mrs Sarah Bates offered to be the Parish Council representative and co-ordinate correspondence.

That the Parish Council agree in principle to the production of a Neighbourhood Plan – proposed by Councillor Mrs Sarah Bates, seconded by Councillor Mike Taylor - unanimously Resolved.

b) Application 138825 – Land at Westfield Drive, North Greetwell – amendments to the approved design under 137687 to plot 3 to incorporate rooms in the roof space and dormer windows – No objections.

157 – 18/19 CLERKS REPORT

The Clerk reported that she was in receipt of nomination papers for the forthcoming parish election in May. It was also noted that NALC had produced election material for use in the notice boards.

There had been a query from members as to methods of payment of accounts other than cheques. The Clerk explained that on-line banking facilities were also available. Members stated they did not want to proceed with this method at present.

The Chairman stated that it would be an opportune time to produce a Greetwell News prior to the date for submission of nomination forms for Councillors.

The latest on, what’s happening in the public sector in Lincolnshire.

Bardney Bridge Closure for repairs: Lincolnshire County Council will be giving regular updates to local Parish Councils until the bridge is re-opened in July after closure to vehicles in mid-April. Pedestrians and cyclists should be able to use the bridge most of the time through a walkway along the centre of the bridge.

New executive directors: The new executive directors for resources and commercial have been officially appointed and we look forward to welcoming them both to LCC. James Drury to take up the new post of executive director commercial and has recently worked on major ICT transformation projects alongside multi-million pound commercial programmes. He starts on Monday 8 April. Andrew Crookham is a CIPFA qualified accountant. He has delivered significant savings and built financial resilience. He joins us on Monday 1 April.

Highways 2020: This project is replacing the existing Highways Alliance contracts which end on 31 March 2020. The project has recently completed the Selection Questionnaire phase which is required to assess the suitability of applicants to perform the contract. The Applicants that were successful at the Selection Questionnaire phase were invited on the 18 January 2019 to submit initial tenders. During the next phase of the project the bidders will complete pricing documentation and provide quality statements on how they propose to deliver the service. Issuing the documentation to these timescales allows all parties adequate time to assess and consider their bids whilst retaining a suitable mobilisation period ahead of the contract start date of the 1 April 2020.

The Domestic Abuse Bill: “Local MP, Victoria Atkins, recently launched the vital Domestic Abuse Bill in the House of Commons which will provide greater protection for victims and allow for more effective penalties for perpetrators. The Bill sets out provisions for a new statutory definition of domestic abuse, outlines the creation of the Domestic Abuse Protection Order which will set specific conditions on perpetrators interactions with their victims, and lays out the remit of a new, independent statutory office, the Domestic Abuse Commissioner.

The government Bill, launched by Ms Atkins on January 21, will also allow for additional protective measures to be adopted in public courts in order to help prevent victims from being bullied out of testifying by their abusers. These measures will prevent some domestic abuse perpetrators from cross-examining their victims in order to minimise further distress in the court room. Further to this, the Bill will ensure that victims in local authority housing are not left without accommodation if they need to leave their homes in order to escape abuse. Not only will this set a new legislative precedent for the government’s protection of victims of domestic abuse, but it will serve as a vital step to protecting children that are subject to domestic abuse as well by assisting all victims to escape their abusive environments.”

National recognition for Counter Fraud and Investigations Team: Congratulations to Lincolnshire County Council’s Counter Fraud and Investigations Team which has been shortlisted in the Excellence in Raising Fraud Awareness Category in the Government Counter Fraud Awards. This is in recognition of its fraud awareness for schools campaign. The winners will be announced at a ceremony at the Queen Elizabeth II Centre, Westminster, on 13 February.
