MINUTES OF THE MEETING OF GREETWELL PARISH COUNCIL HELD ON MONDAY 7 OCTOBER 2019 IN THE OLD SCHOOL, MILL HILL, NETTLEHAM.

PRESENT: Councillors John Taylor (Chairman), Mrs Sarah Bates, Mike Taylor, Keith Johnson, District Councillors Chris Darcel, Cherie Hill, County Councillor Ian Fleetwood (from 8.15pm), Mrs Christine Myers (Clerk)

83 - 19/20PARISHIONERS ITEMS

A resident had reported that repeated dog fouling was occurring during hours of darkness on Lawley Close. Adhesive ‘No dog fouling’ signs had been fixed to lamp posts in the area which had been removed.

Councillor Chris Thatcher, District Councillor Anne Welburn. That the reasons given be accepted - unanimously Resolved.

District Councillor Chris Darcel explained problems that can occur with planning applications and urged Councillors to check them thoroughly prior to making comment.

b) Bus Shelter opposite Mach Restaurant – A resident had offered to supply and fix the trellis to the sides of the bus shelter to prevent access to the rear of the shelter.

c) Resurfacing of Westfield Drive footpath – LCC Highways had stated that the footpath could only be re-surfaced if funding became available in the future.

d) Traffic Regulation Order – A request had been made to CC Ian Fleetwood to follow this up and a response was awaited.

e) Community Speedwatch – A response from Cherry Willingham Parish Council was awaited regarding the purchase of additional equipment.

f) Autumn Litter Pick – 5th October 2019 – Councillor Mrs Sarah Bates stated that five residents had helped with the Litter Pick which had been rather a disappointing turn out. However several bags of rubbish had been collected.

g) Bulb Planting – An offer of assistance for planting of the daffodil bulbs had been received from the West Lindsey Conservation Team. Sites for planting were agreed – Westfield Avenue roundabout, Lawley Close, around the village gateways and at Greetwell Lane junction.

That Councillor Mrs Sarah Bates co-ordinate the planting - unanimously Resolved.

91 – 19/20 GREETWELL EVENT FOR 2020

It was agreed that an event be held in August 2020, exact date to be agreed at a future meeting.

92 - 19/20 TO CONSIDER GROUNDS MAINTENANCE QUOTATION FOR AREAS IN GREETWELL IN 2020

Quotation received from Glendale Countryside:-

  • Grass cutting around gateways - £12.00 per cut - 6 cuts
  • Spraying - £10.00 per occasion - As required
  • Grass cutting Westfield Avenue roundabout - £17.00 per cut – 6 cuts
  • Grass cutting at The Chase - £35.00 per cut – up to 12 cuts
  • Strimming of shrubbed area - £49.85 per strim – twice per year
  • Weed treatment to side of wall and play area fence - £41.00 - twice per year

That the above quotation be accepted – unanimously Resolved.

94 - 19/20 INVITATION FROM GALLIFORD TRY TO INFORMATIVE EVENT FOR RESIDENTS TO BE HELD AT PEMBROKE ACADEMY, CHERRY WILLINGHAM, 14 NOVEMBER 18.15 – 19.30

It was noted that this event was for an update on the Lincoln Eastern Bypass and would be advertised locally.

95 – 19/20 THE CHASE

a) Compulsory purchase of land by LCC – The Parish Council agent had proposed a sum of £1250 plus costs and would negotiate this figure with the County Council if Parish Council were in agreement.

That this action be taken - unanimously Resolved.

b) To consider removal of notice boards at The Chase and Stocking Way – Due to both these metal notice boards having had superglue applied to the locks it was agreed that they be removed. Councillor John Taylor offered to organise the removal.

The above - unanimously Resolved.

c) Annual Play Area Inspection Report – That the rattle to the pogo stick be monitored by the Play Equipment Inspector - unanimously Resolved.

96 – 19/20 FINANCE

a) Accounts paid/ for payment

  • Mrs S Leach – items for restocking flower tubs, Westfield Drive - £26.00
  • Nettleham Parish Council – Pavilion hire 9.9.19 = £11.50
  • Mrs C Myers – expenses, shared cost of quarterly phone account, postage, mileage = £71.55
  • Glendale Countryside Ltd – 2 Grass cuts (£68.00) and strimming between shrubs (£49.00) at The Chase = £117.40, VAT £23.40,Gross £140.40

It was unanimously Resolved to approve the above accounts and the Clerks Salary and pension for payment.

b) Consideration of any items for the Precept 2020/2021 – It was noted that Grounds Maintenance was an additional item and that the room hire costs were increasing, there being no set up time allowed for hire of the hall.

The estimate for the Precept would be considered at the November 2019 meeting of the Parish Council.

97 – 19/20 PLANNING

Greetwell Neighbourhood Plan – Councillor Mrs Sarah Bates reported that a meeting had been held with the Senior Neighbourhood Planning Officer at WLDC to give guidance on the way forward for the Neighbourhood Plan.

An evening training session for Neighbourhood Plans had been held at Middle Rasen and members of the Steering Group had attended.

A background of Greetwell was required and Councillor Mrs Sarah Bates offered to arrange a coffee morning for residents of Greetwell to bring in their memories.

It was noted from the surveys returned that there were requests for a crossing over the A158 and that the NP Steering Group had offered to prepare a further survey for residents regarding a crossing – this would be an agenda item for the next meeting of the Parish Council.

98 – 19/20 CLERKS REPORT

The Clerk reported that the accounts would be due for the half yearly audit and these would be forwarded to the Internal Auditor in due course.

Councillor Taylor offered to assist with distribution of the Greetwell News/flyers.

The Clerk requested that a review of her working hours be considered. Members suggested that this be a confidential item for the next meeting.

99 – 19/20 CHAIRMANS REPORT

The Chair thanked Councillors Mrs Sarah Bates, Mike Taylor and a local resident for tidying the roundabout on Westfield Avenue. Trees had been cut back and grass cut. Glendale Ltd would be asked to remove the debris.

The Chairman also suggested that a request be made to the local PCSO to give a report/numbers of recent incidents on the A158 through Greetwell.

One million tonne milestone for Lincolnshire’s Energy from Waste Facility (EfW): The place where our county waste is turned into green energy. The facility, owned by Lincolnshire County Council (LCC) and operated by FCC Environment, has repurposed the waste into 554,000 Mwh of green energy for 29,000 local homes, and enabled the council to reduce the amount of rubbish to landfill by around 92 per cent. The Energy from Waste plant hosts open days throughout the year.

Changes to the heritage service: This includes a change of use for the Usher Gallery and Gainsborough Old Hall returned to English Heritage. The council's executive have approved a blueprint for a more sustainable heritage service, meaning people can enjoy Lincolnshire's rich history for decades to come. The proposals include ambitious plans to redevelop The Collection Museum in Lincoln to expand its exhibition space, dramatically improving the visitor experience.

Treasures from London's V&A and National Portrait Gallery: Will feature in a blockbuster exhibition coming to Lincoln this autumn. Opening at The Collection Museum and Usher Gallery on Saturday 5 October, 'Victoria & Albert: Treasures from a Royal Marriage' will include more than 90 pieces from the V&A, the world's leading museum of art and design.

Part-night streetlights to begin adjustment to Greenwich Mean Time: People are being reminded that on Sunday 27 October the clocks will go back, temporarily affecting the timings of the county’s part-night streetlights. There are around 42,000 streetlights across the county that are switched off between the hours of midnight and 6am. Over the next few weeks, you might notice that the part-night streetlights start to go off and come on at different times, this is due to sensors that monitor the number of daylight hours which is how they set their internal clock, as they adapt to the switch to Greenwich Mean Time.
