MINUTES OF THE MEETING OF GREETWELL PARISH COUNCIL HELD ON MONDAY 4 NOVEMBER 2019 IN THE SMALL HALL, OLD SCHOOL, NETTLEHAM.

PRESENT: Councillors John Taylor (Chairman), Mrs Sarah Bates (Vice Chairman), Chris Thatcher, Mike Taylor.

101 – 19/20 APOLOGIES

No applications received. Advertisements continue to be displayed within the parish and will be included in the next Greetwell News.

a)Correspondence received since last meeting of the Parish Council and circulated to members:-

b) Traffic Regulation Order – corner of Westfield Drive/Westfield Approach – no update received from CC Ian Fleetwood.

c) Community Speedwatch – a further set of equipment had been purchased by Cherry Willingham PC to be shared with Greetwell PC through DC Anne Welburn’s Community Initiative Fund. It would be stored at Cherry Willingham PC Office. More volunteers were required for Greetwell and this would be published in the next Greetwell News.

d) Bulb planting – It was hoped that West Lindsey Conservation Volunteers would be able to assist with this on 14 November. Sites for planting being Westfield Avenue roundabout, Lawley Close and around the village gateways.

109 – 19/20 TO CONSIDER REQUEST FROM LCC HIGHWAYS TO REMOVE THE SPLITTER ISLAND ON WESTFIELD DRIVE JUNCTION WITH A158

LCC Highways had asked the Parish Council to consider a proposal for the removal of the splitter island at the junction of Westfield Drive and the A158. Members gave consideration to this in that there would be problems with the demarcation of ingress and egress from the junction and that a single bollard would surely be knocked down.

That the proposal be objected to - unanimously Resolved.

110 – 19/20 GALLIFORD TRY INFORMATIVE EVENT TO RESIDENTS – PEMBROKE ACADEMY, CHERRY WILLINGHAM, 14.11.2019 – 6.15 – 7.30PM

Publicity was being given to the above event for which all residents were invited.

111 – 19/20 THE CHASE – COMPULSORY PURCHASE OF LAND BY LCC

A final offer had been made to the Parish Council via its agent for £1,000 plus VAT and all costs.

That this offer be accepted - unanimously Resolved.

112 – 19/20 FINANCE

a) Accounts for payment

  • Nettleham Parish Council – Room Hire - £15.00
  • Mrs C Myers – Clerks expenses - £6.33

That the above payments, the Clerks salary and pension payments be made - unanimously Resolved.

b) Bank Reconciliation to 30.9.2019 – All members had received and a copy and it was signed by the Chairman.

c) Budget against Spent to 30.10.2019 – All members had received a copy. It was noted that spend was within the budget.

d) To consider estimate of Precept 2020/21 – A budget had been prepared for consideration which would be finalised at the December meeting of the Parish Council.

That an estimate of £8,400 for the next year’s precept be made and West Lindsey District Council notified - unanimously Resolved.

113 – 19/20 PLANNING

a) Neighbourhood Plan for Greetwell – Councillor Mrs Sarah Bates reported that slow but steady progress was being made on the Plan.

b) Survey - The survey re the Crossing was being compiled for circulation to residents. These would need to be collected upon completion.

114 – 19/20 CLERKS REPORT

The Clerk reported as follows:-

  • That she would be attending the Clerks Networking Day at Cranwell on 27 November 2019.
  • That EKM Ltd had confirmed that there were no works required to the play equipment emanating from the Annual Inspection for 2019.
  • That she was pursuing both the County Council and Galliford Try for the reimbursement of £295.00 for works at The Chase. Assurances had been given that it would be paid but it had not been received to date.

115 – 19/20 CHAIRMANS COMMENTS

The Chairman thanked residents and Councillors Mrs Sarah Bates and Mike Taylor for their efforts in bringing the Westfield Avenue roundabout up to an improved standard.

It was noted that a Greetwell News was being prepared and would be circulated prior to 14.11.2019.

116 – 19/20 DATE OF NEXT MEETING – Monday 2 December 2019, 7.30pm, Small Hall, Nettleham Old School.

117 – 19/20 TO RESOLVE TO MOVE INTO CLOSED SESSION TO DISCUSS STAFFING MATTERS

Unanimously Resolved as above.

Hidden Disabilities - the Sunflower Lanyard Scheme: Lincolnshire heritage attractions are taking part in a national initiative that ensures those with hidden disabilities don't miss out. Lincoln Castle, The Collection Museum, the Usher Gallery, Gainsborough Old Hall, Museum of Lincolnshire Life, Lincolnshire Archives and Battle of Britain Memorial Flight Visitor Centre are now a part of the Sunflower Lanyard Scheme. All seven sites have a stock of sunflower-patterned lanyards, which people can wear to show staff that they may require additional assistance during their visit. People simply need to ask to borrow one when buying their ticket. The scheme already works successfully at many major UK airports, supermarkets and sports venues, and we hope its introduction at our sites will give those with hidden disabilities the confidence to come along and experience all we have to offer.

Blue badge scheme extended to those with hidden disabilities: The Government is extending the scheme to people who have a “hidden” or “non-physical” condition or disability causing them to severely struggle with journeys.

The One You Lincolnshire service: This new service began on 1 July 2019 which supports residents on "Integrated Lifestyle Support". The One You Lincolnshire service will provide high quality accessible information and direct support focusing on the four lifestyle behaviours with the greatest impact on health and wellbeing: Smoking of tobacco; Physical inactivity; Obesity (food, nutrition and a healthy weight) and Excess alcohol consumption.

Volunteering opportunities for young people with Positive Futures: From running our local community sessions to staging our county multisport events, volunteers make a significant impact on our work. Starting in November we are looking to recruit and train young people aged 16-24 as volunteer coaches and give them opportunities in local communities through our network of Positive Futures projects. Tyre Safety Month: Lincolnshire Trading Standards has been visiting part worn tyre traders across the county to ensure they are selling road-legal tyres. As part of Tyre Safety Month, which reminds road-users to check their tyres at least once a month, officers from Lincolnshire County Council and the Environment Agency have been working together to check retailers have robust inspection procedures in place and that they are selling safe and road-worthy tyres.

Lincoln Eastern Bypass update: Six 225-metre long, 250-tonne bridge beams have been lifted into place over the past month, forming an integral part of the new River Witham viaduct.
