MINUTES OF THE MEETING OF GREETWELL PARISH COUNCIL HELD ON MONDAY 4 MARCH 2019 IN THE OLD SCHOOL, MILL HILL, NETTLEHAM.

160 – 18/19 PARISHIONERS ITEMS

A report had been received of possible business activities taking place at a property on Wragby Road East. The Clerk was instructed to inform WLDC in order for them to make any enquiries they deemed necessary.

166 – 18/19 DISTRICT COUNCILLORS REPORT

The following report received from Cllrs M Palmer and A Welburn:-

‘WLDC is supporting “The Great British Spring Clean” campaign. The national campaign is promoting the Great British Spring Clean between 22 March & 23 April however planned events can be scheduled to take place at any time.

WLDC will help local volunteer groups/Parish Councils or even individuals who would like to arrange events and will log them with The Great British Spring Clean - equipment can be supplied (i.e.) litter picking sticks, hi-vis vests, gloves, bags and litter/rubbish bags can be collected for disposal after the event. The Road sweeper may be available to help support some events.

Do you live in West Lindsey and love taking photos? Then why not enter West Lindsey District Council’s Hidden Gems Photographic Competition? The competition is being run by the Lincolnshire Show Committee at the council – which supports the annual event. The competition will be judged by a special panel and there are three categories to enter:

1. Over 18s winner
2. Under 18s winner
3. People's Choice Award (These will be on display at the Lincolnshire Show for visitors to vote for their favourite photograph)

Entries will be displayed in West Lindsey District Council’s marquee at the 2019 Lincolnshire Show. The closing date for entries is 6 May 2019. Lucky winners will receive gift vouchers to put toward any photographic equipment or supplies.

Entries will need to be emailed to communications.team@west-lindsey.gov.uk or alternatively they can be handed in at the Guildhall in Gainsborough to the communications team, where they will be shortlisted.

New figures show that 2,384 incidents were monitored across the district on council owned CCTV cameras last year. West Lindsey District Council also completed a total of 242 reviews for the police, to provide evidential footage and support criminal prosecutions and they regularly support police and our partners when searching for missing people including those who may be vulnerable. In addition, they work closely with shops, as part of the Shop Watch Scheme, which monitored 765 incidents in the same year.
The latest CCTV technology is used to deliver high quality surveillance that keeps people, property and our communities safe.”

Other figures showed:

  • 468 incidents were detected by CCTV operators patrolling with the cameras
  • 992 incidents were monitored by CCTV when someone called the police

The systems are operated by fully trained and security vetted operators and operate within a CCTV Code of Practice. Parish Councils may wish to join the scheme but there is a cost.’

168 – 18/19 TO CONSIDER A TRAFFIC REGULATION ORDER ON THE CORNER OF WESTFIELD DRIVE/WESTFIELD APPROACH

That a request be made to County Councillor Ian Fleetwood to support a TRO on parking restrictions and future planned development at the junction of Westfield Drive/Westfield Approach – unanimously Resolved.

169 – 18/19 THE CHASE – COMPULSORY PURCHASE OF LAND BY LINCOLNSHIRE COUNTY COUNCIL

The Clerk had pursued this matter with the Council’s agent but to date there was nothing further to report.

170 – 18/19 FINANCIAL REGULATIONS

That the following be incorporated into the Greetwell Parish Council Financial Regulations:-

‘To delegate powers to the Clerk/RFO to pay normally recurring invoices between meetings and report to the next meeting of the Council’.

Proposed by Councillors Mrs Sarah Bates, seconded by Councillor Mike Taylor - unanimously Resolved.

171 – 18/19 STANDING ORDERS

That the following addition be incorporated into Greetwell Parish Council Standing Orders

‘To delegate powers to the Clerk to respond to planning applications when Council have not been able to meet formally to agree a corporate response to an application but have been contacted for their views’.

Proposed by Councillor Mrs Sarah Bates, seconded by Councillor Mike Taylor - unanimously Resolved.

172 – 18/19 FINANCE

a) Accounts for payment

  • Mrs S Bates, reimbursement for purchase of gazebo - £316.66 net, £63.33 VAT = Total £379.99 (funds received from WLDC)
  • EKM Ltd – New bushes to seesaw, cap to spring mobile, play equipment inspections from 20.11.18 – 8.2.19 = £248.70 net, £49.74 VAT = Total £298.44
  • Nettleham Parish Council – Room hire 4.2.2019 = £9.00
  • Mrs C Myers – expenses February - mileage/postage = £17.88

That the above accounts be approved for payment – unanimously Resolved.

b) HMRC Pensions Regulator – Re-declaration of Compliance - The Clerk advised that a date had been set for this compliance as 1.5.2019.

173 – 18/19 PLANNING

Neighbourhood Plan for Greetwell – Councillor Mrs Sarah Bates reported that an inaugural meeting of the Greetwell Neighbourhood Plan Working Group had been held on 19 February 2019 with 6 members of the Group present along with Mrs J Clark from Community Lincs. Notes taken at that meeting were presented to members of the Parish Council.

A good start had been made and the next meeting would be held on 26 March 2019.

174 – 18/19 GREAT BRITISH SPRING CLEAN – LITTER PICK FOR GREETWELL

Councillor Mrs Sarah Bates offered to arrange this for the parish to be held on 6 April 2019.

The Risk Assessment was reviewed. That it be adopted - unanimously Resolved.

175 – 18/19 GREETWELL NEWS

Items for inclusion were discussed and the Clerk would produce the Greetwell News for distribution as soon as possible.

176 – 18/19 CLERK’S REPORT

The Clerk reported that the new gazebo, purchased from the District Councillor Community Fund had now been received.

The Clerk offered to organise refreshments for the forthcoming Annual Parish Meeting. That the offer be accepted - unanimously Resolved.

177 – 18/19 CHAIRMANS REPORT

A summer event for Greetwell was mentioned. Councillor Mrs Sarah Bates offered to host a Garden Party and Produce Show on Sunday 11th August which was welcomed by members.

It was suggested that Councillor Bates put an item in the next Greetwell News so that residents were aware and that preparations could begin.

178 – 18/19 DATE OF NEXT MEETING - Annual Parish Meeting 7.00pm – Monday 1 April 2019, Old School, Mill Hill, Nettleham followed by Parish Council meeting at 7.45pm.

Reporting Highways Issues: All highways issues should be reported via www.lincolnshire.gov.uk/faultreporting . The online system is the quickest and easiest way to report problems and is available 24/7. However, you can also raise matters via customer services (by calling 01522 782070 or emailing cschighways@lincolnshire.gov.uk). An alternative is to use the ‘FixMyStreet’ website at www.fixmystreet.com where you can see if an item has been reported previously, update an item already reported or mark it as fixed.

Lincolnshire Young Voices launch event: Young people with special educational needs and disabilities (SEND) are being invited to play their part in shaping services aimed at supporting them and their families. Lincolnshire Young Voices is a new group of young people with SEND. If you work with or know a young person with special educational needs and disabilities who would like to be involved and/or receive further information please pass on these details.

Have your say on the future of Lincolnshire's heritage service: People are being invited to share their views on a proposed blueprint for the future of Lincolnshire County Council’s heritage service. The County Council revealed plans that would see changes at The Collection and Usher Gallery, Gainsborough Old Hall, Discover Stamford, Lincoln Castle and windmills in Lincoln, Alford and Burgh Le Marsh.
