MINUTES OF THE ANNUAL MEETING OF GREETWELL PARISH COUNCIL HELD ON MONDAY 13 MAY 2019 IN THE OLD SCHOOL, MILL HILL, NETTLEHAM.

PRESENT: Councillors: John Taylor (Chairman), Mrs Sarah Bates (Vice Chair), Keith Johnson, Mike Taylor, Chris Thatcher, District Councillors: Chris Darcel, Cherie Hill Anne Welburn, Christine Myers (Clerk).

14 – 19/20 ELECTION OF CHAIRMAN FOR THE 2019/20 YEAR

That Councillor John Taylor be Chairman for the ensuing year, proposed by Councillor Chris Thatcher, seconded by Councillor Mrs Sarah Bates - unanimously Resolved.

Councillor Taylor duly signed his Declaration of Acceptance of Office.

15 – 19/20 ELECTION OF VICE CHAIRMAN FOR THE 2019/20 YEAR

That Councillor Mrs Sarah Bates be Vice Chairman for the ensuing year proposed by Councillor Mike Taylor, seconded by Councillor Chris Thatcher - unanimously Resolved.

Councillor Mrs Sarah Bates duly signed her Declaration of Acceptance of Office.

16 – 19/20 TO RECEIVE DECLARATIONS OF INTEREST ON ANY ITEMS ON THE AGENDA – None received.

17 – 19/20 PARISHIONERS ITEMS

A resident living close to the bus shelter on Wragby Road sited opposite the petrol station had drawn attention again to the use of the rear of the bus shelter as a toilet by passing motorists. Following discussion and at the consent of the resident, it was agreed that a trellis fence be erected both sides of the bus shelter, into the resident’s hedge to prevent access to the rear of the bus shelter.

Councillor Mike Taylor offered to carry out the work on behalf of the Parish Council - unanimously Resolved.

DC Chris Darcel introduced new District Councillor Cherie Hill.

DC Darcel stated that he was working on a proposal of an access road from Hawthorn Road to Wragby Road.

"Lincolnshire County Council’s Executive Member Councillor Davies appreciated
the feedback received from the Parish Councils over the last year. As a result,
this year, the county council has agreed to invest just over £1m extra in improving
the highways service. This will help us address many of the issues raised by
parish councils in the past year. With this additional investment, we have brought
in four extra pothole teams. In addition, we will introduce an extra grass cut and
weed spray, and all highway gullies will be cleaned at least once a year.
These measures will help better maintain the local environment, improving
highway safety”

b) Village gateways – update on grant – The Clerk stated that the application had been submitted to WLDC, and receipt acknowledged.

c) Resurfacing of Westfield Drive footway – The Highways Officer had confirmed that he had inspected the footway and agreed that work is required on it. He had passed it to the Asset Funding Team for pricing.

d) Traffic Regulation Order – CC Ian Fleetwood had been asked for an update on the TRO but to date no reply had been received.

e) The Chase – Compulsory purchase of land by Lincolnshire County Council - It was understood that the Parish Councils agent, Banks Long and Co, was required to issue a claim on behalf of the Parish Council and that LCC were pursuing this.

f) Report of Spring Litter Pick - Councillor Mrs Sarah Bates reported that 10 volunteers had picked 20 bags of litter.

Community Speedwatch update – It was reported that there were now three trained volunteers for the speedwatch in Greetwell but more were required. It was hoped that the equipment from Cherry Willingham PC would be available for Greetwell once a month.

The Clerk was asked to enquire if the Parish Council insurance covered volunteers from Cherry Willingham.

25 – 19/20 TO CONSIDER ATTENDANCE BY A COUNCILLOR(S) AT COMMUNITY RESILIENCE CONFERENCE 18 JULY 2019

There was no interest in a member attending.

26 – 19/20 GARDEN PARTY AND PRODUCE SHOW, SUNDAY 11 AUGUST 2019 – TO CONSIDER MAKING A DONATION TO 25 LINCOLN SCOUTS FOR LOAN OF MESS TENT

Confirmation had been received that the Scouts would erect and take down the Mess Tent for use at the Garden Party.

That the Parish Council make a donation of £50 to the 25th Lincoln Scouts for the loan - unanimously Resolved.

Councillor Mrs Sarah Bates reported that the Working Party had met and agreed that there would be Games, a Bottle Stall, A Wood Turner and a display for the Neighbourhood Plan.

It was proposed that any profits from the event be donated to ‘Action for Pulmonary Fibrosis’ – unanimously Resolved.

27 – 19/20 FINANCE

a) Bank Reconciliation to 31.3.2019 – This had been circulated and was noted by members. The Chairman signed the Banks Statements and Reconciliation.

b) Audit 2018/19:-

     I. Report from Internal Auditor – This had been copied to all members. It stated that the accounts had been maintained to the highest standards. The Internal Auditor also stated that although the Parish Council had been selected for an Intermediate Review and that the RFO had no objections to providing the additional information to the External Auditors she agreed that the cost of £200 would be an additional expense that had not been precepted and that it made sense for the Council to declare itself exempt.

     II. To complete the Annual Governance Statement 2018/19 – This was diligently completed and signed by the Chairman.

     III. To consider and approve by Resolution the Accounting Statements for 2018/19 – These had been copied to all members prior to the meeting.

That the Accounting Statements be approved proposed by Councillor Mrs Sarah Bates, seconded by Councillor Chris Thatcher - unanimously Resolved.

     IV. To consider and approve by Resolution exemption from an interim review –

The Council considered the comments from the Internal Auditor.

Proposed that the Council declare exemption from an interim review proposed by Councillor John Taylor, seconded by Councillor Mrs Sarah Bates - unanimously Resolved.

c) To receive Parish Council insurance documents and authorise payment of premium – The documents had all been copied to members. It was noted that the Council had entered a three year agreement for the insurance.

That the premium be paid - unanimously Resolved.

d) Accounts for payment

  • Came & Co – insurance premium - £559.44 (shared with The Chase account)
  • North Lincoln Horticultural Society – hire of tables for Garden Party - £30.00
  • Mrs B Solly – Internal Audit = £40.00
  • Nettleham Parish Council – Room hire = £10.00
  • Greenfield Groundskeeping and weed killing at the Chase = £69.00
  • Greenfield Groundskeeping – grass cutting at the Chase = £42.50
  • Greenfield Groundskeeping – installation of bollards = £163.50
  • Todds Office Solutions Ltd – stationery (lever arch files, dividers, plastic wallets) Paper = Net £18.92, VAT £3.60, Gross £22.71
  • Mrs C Myers – expenses May = £18.93
  • Mrs S Leach – plants for tubs - £5.99

That the above accounts be paid - unanimously Resolved.

Members considered the payment of an invoice for the LALC Training scheme at a cost of £108.00. That the Parish Council not join the LALC Training Scheme but pay for courses as required - unanimously Resolved.

e) Income - WLDC - Precept - £7,700.

28 – 19/20 PLANNING

Neighbourhood Plan for Greetwell – Councillor Mrs Sarah Bates reported on the Neighbourhood Plan Working Group meeting held on 24 April 2019 and provided a copy of the minutes to Councillors. It was noted that the application for designation would appear on the WLDC website until 10 June 2019. Until that time it was not possible to apply for a grant.

A request was made to the Parish Council for it to pay for the printing of leaflets to be issued to all households in Greetwell until such time as the grant was paid - unanimously Resolved.

29 – 19/20 CLERKS REPORT

The Clerk reported that the Pensions Regulator had required a re-declaration of compliance for Greetwell Parish Council under the Pensions Act 2008 which had been submitted.

A copy of LALC Training Schedule was issued to all members.

30 – 19/20 CHAIRMANS REPORT

The Chairman reported that he and the Clerk had attended a site meeting with Highways Officers carrying out a feasibility study on bringing the footway from Kennel Lane to Westfield Approach up to cycle path standard. This would involve bringing in the layby opposite Lodge Lane as verge and footway.

The Chairman also expressed concern about the increased traffic on the A158 through North Greetwell and the difficulty that residents were experiencing crossing the road, sometimes giving up due to the constant traffic and that it not being safe to cross.

All properties in North Greetwell had also received letters informing residents of road improvements to the A158 which would be carried out at night from 1 July 2019 for a period of three weeks. The letter stated that ‘the A158 Wragby Road is currently one of the busiest arterial routes in and out of Lincoln’.

The Chairman asked members support in him writing, on behalf of the Council, to the Leader of Lincolnshire County Council and other bodies pointing out the safety concern for residents crossing this road. That members fully support the Chairman in the letter as stated - unanimously Resolved.

The Collection Museum announces its 2019 artists in residence: Michael Shaw, Belén Cerezo and Ros Lorimer have been selected as the OPEM Artists in Residence for 2019. OPEM is a biannual open-call exhibition run by The Collection Museum in Lincoln, showcasing artists working in the East Midlands. From 11 May to 23 June 2019, the museum’s New Curtois Gallery will be transformed into public studio space for the artists in residence. The Collection is open from 10am until 4pm daily.
