DRAFT MINUTES OF THE MEETING OF GREETWELL PARISH COUNCIL HELD AT 7.30PM ON MONDAY 6 JULY 2026 IN THE SUDBROOKE VILLAGE HALL

44 – 25/26 CO-OPTION OF COUNCILLOR/SIGNATURE OF DECLARATION OF ACCEPTANCE OF OFFICE
That Mrs Carolyn Bradbury be co-opted as a member of Greetwell Parish Council proposed by Councillor Mrs Sarah Bates, seconded by Councillor Ms Sue Pullen and unanimously Resolved.
The Declaration of Acceptance of Office was signed by Councillor Mrs Bradbury.

In Present delete Councillor Chris Thatcher, as already noted in apologies.
Save for the above amendment that the minutes be accepted and signed as a true record proposed by Councillor Mrs Sarah Bates, seconded by Councillor John Taylor.
48 – 25/26 COUNTY/DISTRICT COUNCILLORS REPORTS
District Councillor Maureen Palmer reported that a decision was awaited on the Local Government Reorganisation and the future of Scampton former RAF base.

C Bus timetables – omission of the bus stopping times at North Greetwell – response from Stagecoach – Reply as follows:-
‘We are only required to have a timing point every 15 minutes and the more we have the more we are monitored against. The A160 isn't an advisable road to have our buses waiting time and potentially blocking the road, so by reducing the timing points and being careful with the timings we can minimise this happening, while still running to time. As you may be aware traffic getting in and out of the city centre can be very heavy, so we utilise these 15 minutes the best we can, between the Hospital and then Sudbrooke.
We do have predicted times for North Greetwell but it is important to stress these are not guaranteed and so I would advise being at the bus stop 5 to 10 minutes before hand, or to use the app to see where the bus is.’

D Fence at The Chase bordering the bank of the LEB – update re ownership from WLDC -
There had no been no response from the Planning Department at WLDC and District Councillor Maureen Palmer offered to take this up in the absence of DC Bridgwood.
50 – 25/26 TO CONSIDER THE OFFER OF FREE TREES FROM LINCOLNSHIRE COUNTY COUNCIL
Consideration was given to the offer of free trees but it was felt that there was currently no areas in the parish where these could be planted and maintained (i.e. watered).
51 – 25/26 LINCOLNSHIRE FENCING AT THE CHASE – REPORT OF DAMAGE AND ACTION REQUIRED
The Lincolnshire fencing at the Chase was showing signs of deterioration. Members felt that it had now served its purpose, being originally erected until the shrubs and trees had grown in the area behind the fence. These had now matured and provided a good screen from the pathway.
That the sections of broken fence be removed and the area be left as a wilding area unanimously Resolved.
52 – 25/26 TO CONSIDER CHANGING THE DATE OF THE DECEMBER 2026 MEETING TO MONDAY 14 DECEMBER 2026
That this meeting date be changed unanimously Resolved.
53 – 25/26 FINANCE
A To consider and resolve to adopt the new mileage rates effective from 1.4.2026 as advised by HMRC - Notification had been received that wef 1.4.2026 the approved mileage rate would be raised to 55p per mile for the first 10,000 business miles in the tax year.
That this rate be implemented proposed by Councillor Ms Sue Pullen, seconded by Councillor Chris Thatcher.
B To resolve authority to clerk to pay approved or normally recurring expenses until date of next meeting - That the authority be given as above proposed by Councillor John Taylor, seconded by Councillor Mrs Sarah Bates.
C To receive from co-op bank its request for personal information of account signatories - Co-op Bank had requested ID and address verification of all signatories on the PC banking. Forms had been prepared by the Clerk for signatories - Councillors John Taylor, Mrs Sarah Bates, Mike Taylor and Ms Sue Pullen, plus the Clerk as authorised user. These would be completed and forwarded to Co-op Bank.

54– 25/26 CLERKS VERBAL REPORT
The Clerk reported:
- That Play Safety would be conducting the Annual RoSPA inspection of the play equipment at The Chase during August.
- That the Seesaw at The Chase was now back in operation.
- That the Perspex in the small noticeboard in the parish owned bus shelter had been replaced.
