DRAFT MINUTES OF THE MEETING OF GREETWELL PARISH COUNCIL HELD AT 7.30PM ON MONDAY 1 JUNE 2026 IN THE VILLAGE HALL, SUDBROOKE

32 – 26/27  DRAFT MINUTES OF MEETING HELD ON 11 MAY 2026 TO BE APPROVED AND SIGNED AS MINUTES

 

That the minutes be signed as a correct record proposed by Councillor Mrs Sarah Bates, seconded by Councillor Ms Sue Pullen and Resolved.

 

33 – 26/27  COUNTY/DISTRICT COUNCILLORS VERBAL REPORTS

 

Councillor Trevor Bridgwood reported as follows ‘At County Council I am now classed as an “Unaligned Independent” and therefore no longer a member of the Reform UK administration group, although I remain a member of the national Reform UK party. This means I am free to challenge any decisions made by the LCC administration and vote in accordance with what I see to be the best interests of Lincolnshire residents. At WLDC I am a member of the cross party administration group consisting of Conservatives, LibDems, Lincolnshire Independents and Consensus Independents. At WLDC I was formerly the leader of the Consensus Independents Group, as such I remain a member of the leadership group of the West Lindsey Administration Group. Both councils are independent legal entities and it is perfectly legal to sit on separate councils as an official political party councillor and an independent councillor on another authority. At WLDC I am also still a member of the national Reform UK party.’

District Councillor Maureen Palmer stated that the Local Government Review was continuing.

 

34 – 26/27  CORRESPONDENCE AND REPORTS RECEIVED SINCE LAST MEETING

 

A     *15.5.2026 – LCC Notification of wood recycling scheme (Sent to residents contact list)                  

        19.5.2026 - PKF Littlejohn – Receipt of documents – notification of exempt status

 

B      Village Furniture Inspection – to update the list following Councillors/Clerks checks on items -   

         This was updated and a copy would be forwarded to each Councillor for retention.

 D   To consider transferring remainder of funds from The Chase account into the Parish Council

       current account and closing The Chase Account - The Clerk requested that, for

       accounting reasons, this account be left open until the end of the year.  This was

       agreed unanimously.

 

E    To consider Clerks request for attendance at the LALC Summer Seminar at a cost of

       £45.00 – That the Clerk attend this Seminar proposed by Councillor Mrs Sarah

       Bates, seconded by Councillor Ms Sue Pullen.

 

36 – 26/27  TO CONSIDER A RESIDENT’S SUGGESTION OF PURCHASING A SEAT(S) FOR SITING BETWEEN THE COTTAGES AND RAMPER FARM ON THE A158

 

Members welcomed this suggestion.  It was felt that a seat be provided between the cottages and Ramper Farm and a second seat be sited on the bypass verge overlooking over the field, giving two rest locations for walkers/dog walkers.

 

Funding - Councillor Mrs Maureen Palmer offered £300 from her Community Fund; Council agreed that the remaining amount from CiLS be used; County Councillor Trevor Bridgwood also offered some funding if required.

 

The Clerk was instructed to seek permission for structure on the highway from LCC and to obtain costs of seats.

 

37 – 26/27  TO AGREE DATE FOR THE CHRISTMAS TREE LIGHTS SWITCH-ON

 

That the date for the Christmas lights switch-on be 29 November 2026 commencing at 4.00pm, unanimously Resolved.

 

38 – 26/27  TO CONSIDER THE LIGHTING OF THE LAMP OF PEACE AT 10.55AM ON 11 NOVEMBER 2026 AND TO AGREE A VENUE

 

This was agreed with venue being the roundabout on Westfield Avenue.

 

39 – 26/27  BUS TIMETABLES – TO DISCUSS THE REPLY FROM LCC REGARDING THE OMISSION OF THE BUS STOPPING TIMES AT NORTH GREETWELL

 

LCC had stated as follows: -

 

Stagecoach who operate the service are bound by the conditions of the Traffic Commissioner and when registering timetables have to display a timing point at least every 20 minutes. Because there is a timing point at Sudbrooke they have decided not to show North Greetwell as a timing point. I have copied in Jordon at Stagecoach who can perhaps provide more information.

 

All bus stops in North Greetwell have timetable cases which display all bus times and the council has recently installed a couple of real time displays in the village so intending passengers can check if their bus is running to time. Each timetable case also has a QR code which people with a smart phone can scan to see live information on their phone.’

 

It was felt that this did not help those residents who didn’t have a smart phone to scan a QR Code.  The Clerk was asked to contact LCC notifying them of this.

 

40 – 26/27  CLERKS VERBAL REPORT

 

The Clerk reported that WLDC were now redacting all Councillors home addresses from the WLDC website.  She confirmed that addresses were not listed on the parish website.

 

Notification had been received from Fix My Street regarding the leaning fence adjoining the bypass at The Chase.  It stated that it was not Highway maintainable land and that it may be the responsibility of WLDC or the developer.

 

Agreed that a report be made to the Senior Planning Officer at WLDC stating that this fence had never been handed over to the Parish Council as it being its responsibility and requesting that advice be sought from plans as to responsibility for maintenance.  District Councillor Trevor Bridgwood supported this and asked to be copied in to correspondence.
