MINUTES OF THE MEETING OF GREETWELL PARISH COUNCIL HELD ON MONDAY 5 SEPTEMBER 2022 IN THE VILLAGE HALL, SUDBROOKE

51 – 22/23  PARISHIONER ITEMS

A resident had requested that dog/litter bins be sited either side of the LEB bridge on Hawthorn Road.  It was noted that the Parish Council had repeatedly asked LCC for street furniture on the bypass but no reply had been received.  It was agreed to ask WLDC to provide dog bins at these locations.

•   Members comments on the Reepham Neighbourhood Plan were to congratulate the Team for producing the Plan.

•   Civility and Respect – It was considered that this was not required as the Parish Council had its Code of Conduct.  That the Civility and Respect Pledge not be adopted unanimously Resolved.

B   Pedestrian Crossing – This was being pursued by County Councillor Ian Fleetwood.  It was agreed to write to DC Anne Welburn to ask if it would be possible to divert Cils monies from the Persimmon development towards the crossing.

C   Community Speedwatch – Councillor Mrs Sarah Bates reported that none had been carried out recently due to it being preferable to carry this out on a weekend and no volunteers being available.

July data taken from the speed device showed a figure of 343.683 vehicles travelling in both directions.  The maximum speed recorded had been 99mph towards the city on one occasion, but it was noted that this may have been a blue light vehicle. 

D   Street Furniture on bypass – CC Ian Fleetwood had been asked to follow up the Parish Councils enquiries regarding street furniture (bins, dog bin, seats) to be sited along the footway of the bypass.

E   Police Matters – To agree response to Neighbourhood Policing Survey – This was completed during the meeting and Councillor Mrs Sarah Bates would complete on line.

56 – 22/23 GREETWELL LITTER PICK

Agreed that this would be held on Saturday 1st October 2022, Councillor Mrs Sarah Bates to lead.

The Risk Assessment was agreed as per previous Litter Picks.

57 – 22/23  REVIEW OF GREETWELL PARISH COUNCIL COMMUNICATIONS POLICY

This was reviewed without amendment.

58 – 22/23 FINANCE

WLDC – Defibrillator Service - £83.33 net, VAT £16.67, Gross £100.00
Glendale – The Chase grass cutting 18.6.2022 – 37.85 net, £7.57 VAT, £45.42 gross

59 – 22/23  PLANNING

Application  145096 - Elsham to Lincoln Pipeline - Hybrid planning application for proposed 57km pipeline scheme between Elsham and Lincoln, a 1.5km spur at Welton and associated above ground infrastructure at Elsham, together with outline planning application for associated ground infrastructure at Welton with access to be considered and not reserved for subsequent applications  - Resolved no comments.

60 – 22/23  CLERKS REPORT

The Clerk reported as follows:-

That she had attended the Clerks Networking Day at Woohall Spa on 6 July 2022.
That she had attended training for the new LALC Website on 26 July 2022
Dave Lenton, Painter and decorator, had stained the seat on Westfield Drive at a cost of £45.00.
That an option to opt out of the SAAA Central External Auditor appointment arrangements had been given – Resolved that Greetwell Parish Council do not opt out.
That she had asked CC Ian Fleetwood to pursue the marking of the roundels on the A158 and it was understood that LCC were dealing with this.

The Clerk was asked to produce an Autumn edition of the Greetwell News.
