MINUTES OF THE REMOTE MEETING OF GREETWELL PARISH COUNCIL HELD ON MONDAY 1 MARCH 2021

113 – 20/21  PARISHIONERS ITEMS
 
A resident had suggested that the ladder markings on the centre of the A158 from the Bunkers Hill roundabout to the end of the parish boundary should be solid marked in order to prevent overtaking and that 40mph should be marked on the road at the beginning of Wragby Road East.
 
Members agreed with this suggestion and it was Resolved that the Clerk should write to LCC Highways, copying to CC I Fleetwood with this request.
 
114 – 20/21  TO RECEIVE APOLOGIES AND REASONS GIVEN
 
County Councillor Ian Fleetwood and District Councillor Anne Welbourn had sent apologies due to it being full Council meeting at WLDC.
 
115 – 20/21  TO RECEIVE DECLARATIONS ON ANY ITEMS ON THE AGENDA
 
None declared.
 
116 – 20/21  CO-OPTION OF NEW MEMBER TO PARISH COUNCIL
 
The person submitting the application was not in attendance at the meeting and it was therefore assumed he was no longer interested in co-option.
 
117 – 20/21  COUNTY/DISTRICT COUNCILLORS REPORTS
 
County Councillor Ian Fleetwood continued to send his monthly briefs which were circulated to members and residents on the email list.
 
District Councillor Mrs Anne Welbourn had received a report from a resident that the footway on Greetwell Road was impassable at one part due to a hedge totally overgrowing the footpath.  The Clerk had reported this to LCC Highways. 
 
118 – 20/21  NOTES OF THE MEETING HELD ON 15 FEBRUARY 2021 FOR APPROVAL AND TO BE SIGNED BY THE CHAIRMAN AS MINUTES
 
That the notes be accepted as a true record and signed by the Chairman unanimously Resolved.

b.  Pedestrian Crossing update – There was nothing further to report and CC Ian Fleetwood had been further requested to arrange a site meeting.
 
120 – 20/21  TO RESOLVE TO PUBLISH ON AGENDAS THAT RESIDENTS ARE WELCOME TO ATTEND THE MEETINGS AND CAN OBTAIN THE JOINING LINK FROM THE CLERK
 
Due to possible security issues of remote meetings, it was unanimously Resolved that any resident wishing to join the meeting should contact the Clerk by mid-day on the day of the meeting and the joining link would be supplied.

a.     To consider joining the LALC Training Scheme for the next financial year at a cost of £100.00 - That the Parish Council continue to pay for the training as required, unanimously Resolved.
 
b.     Accounts for payment
 
Parish Magazine Printing – Greetwell News - £58.50 
LALC – New Councillor Training - £22.50, VAT £4.50, - Gross£27.00 
Clerks Salary (March)
Mrs C Myers – expenses – £23.56
 
That the above payments be made unanimously Resolved.

123 – 20/21  CLERKS REPORT 
 
The Clerk reported that the insurance would be due at the end of May and that, although very satisfied with current brokers she would obtain a second quote for current schedule from another insurer.  
 
A request had been made to LCC Highways for the bollards on the junctions of Greetwell Lane and Lodge Lane be illuminated and asked Nettleham PC had been asked to support.
 
No reply had been received from LCC Highways about the alterations to the footway to become a cycleway.  
 
The financial year end was looming and that she would prepare documents for Auditor and get these signed off by the Internal Auditor.
 
124 – 20/21  CHAIRMANS REPORT
 
The Chairman stated that he was looking forward to the new road surface on Westfield Drive and Westfield Approach being completed.
 
125 – 20/21  DATE OF NEXT MEETINGS
 
Monday 12 April 2021 7.30pm – Annual Parish Meeting followed by Parish Council meeting at 7.45pm.  Meetings to be conducted via Zoom.
