MINUTES OF THE MEETING OF GREETWELL PARISH COUNCUL HELD ON MONDAY 1ST   NOVEMBER 2021 IN THE BRAMHAM LOUNGE OF  SUDBROOKE VILLAGE HALL

19.10.2021 – Reply from LCC Highways re request for signage warning of pedestrians on road at Greetwell Railway Bridge – ‘We are sorry but we are not taking immediate action with this report. The use of a triangular sign to warn drivers of pedestrians in the road  ahead is restricted to locations where there is clear evidence of heavy/frequent use by pedestrians who have to walk on the carriageway due to the lack of proper footway provision. Whilst the location in question does not have any footway provision there is currently no evidence of its frequent use by pedestrians which might lead the Council to consider warning drivers of their presence in the road. The Council has for a number of years been reducing the number of unnecessary signage within its highway network and we are afraid that we are not taking further action on this request at this time.’

Re the reply from LCC Highways regarding signage at the railway bridge on Greetwell Road members felt this statement was contradicting policy as there is often much signage on roundabouts depicting sponsorship. The Clerk was instructed to write to DC Anne Welburn and County Councillor Ian Fleetwood asking if they could pursue the matter further.

B   Pedestrian Crossing – Nothing further to report.

C   Community Speedwatch – Quotations had been received from Evolis Radar (as used by Scothern and Cherry Willingham PC’s) for a Radar speed sign (speed indicator device). Prices varied according to mains pack, street light pack and solar pack.

It was felt by members that there would be one indicator required to be sited at the west end of the parish and preferably to log into a street light due to the difficulty with regularly crossing the road to fit a recharged battery, at a cost of £1579, plus fitting.

That the Council purchase a device unanimously Resolved.

The Clerk would contact the Lincolnshire Road Safety Partnership in the first instance to arrange for an assessment of the proposed site.

D   Bollard/Fencing at The Chase – No response received from LCC. The Clerk to contact LCC again.

E   Possibility of registering a permissive path – Nettleham PC had indicated support and had requested a plan of the proposed route which Councillor John Taylor was preparing.

81   – 21/22 REPORT FROM COUNCILLOR MRS SARAH BATES ON COURSE ATTENDED ‘USI NG FACEBOOK FOR PARISH COUNCILS

Councillor Mrs Sarah Bates had shared notes with Councillors made when attending the course. It was felt that this was something which could be pursued if a member was able to take on the task.

It was agreed that this be an agenda item for the next meeting.

82   – 21/22 TO CONSIDER HOW GREETWELL SHOULD CELEBRATE THE QUEENS  PLANTINUM JUBILEE

Suggestions received from parishioners as follows:-

Producing a digital scrapbook of homes and buildings in the parish. Planting of trees – possibly on a small area of land near to the bypass. Purchase of a commemorative seat with plaque.

Councillor Mrs Sarah Bates to investigate the ownership of a small piece of land near to the LEB which may be suitable for tree planting.

83 – 21/22 FINANCE

A   Accounts for payment – Councillors had been circulated a list of payments and copy invoices:-

That the above accounts be paid by Bacs unanimously Resolved. Councillor Mike Taylor to approve.

B   Bank reconciliation to 30.9.2021 – This had been circulated to member, Chair signed.

C   Budget against spent to 30.10.2021 – This had been circulated to members and was noted.

D   To consider 2022/23 budget – Councillors considered the budget for the next financial year, an estimate of which was required by WLDC by 26.11.2021. That the Council budget £11,340 for the next financial year unanimously Resolved.

The final Precept would be agreed at the December meeting of the Parish Council.

84 – 21/22 PLANNING

To ratify comments made to WLDC Planning Department on Application 143725 – removal of existing dwelling and erect replacement – 96 Wragby Road East, North Greetwell as ‘No objections’.

The above unanimously Resolved.

85 – 21/22 CLERKS REPORT

The Clerk reported that she had asked Glendale for a quotation for grass cutting for the next season to include the additional land at the Chase near to the fence.

That she had purchased new signage for The Chase play area indicating the new website address for the Parish Council. These had been fitted.

86 – 21/22 CHAIR’S REP ORT 

The Chair reported that she had signed up for additional training courses ‘Attracting new Councillors’ and Engaging with young people’.

87 – 21/22 DATES OF MEETINGS 2022

The dates of meetings for 2022 were agreed as follows:-

10 January, 7 March, 4 April - PC meeting and Annual Parish Meeting,
9 May – Annual Meeting, 6 June, 4 July, August – No Meeting,  5 September, 3 October, 7 November, 5 December

88   – 21/22 DATE OF NEXT MEETING

Monday 6th December 2021, Bramham Lounge, Sudbrooke Village Hall.

89   – 21/22 CO-OPTION OF NEW MEMBERS TO PARISH COUNCIL

Two residents present at the meeting had offered themselves for co-option.

That Ms Sue Pullen and Mr Vernon Stuffins be co-opted as members of Greetwell Parish Council unanimously Resolved.

Both new members signed their Declaration of Acceptance of Office forms.

90   – 21/22 TO RESOLVE TO MOVE INTO CLOSED SESSION TO DISCUSS STAFFING  MATTERS

Agreed that this be a confidential matter to discuss Clerk’s leave and working from home allowance.
