MINUTES OF THE MEETING OF GREETWELL PARISH COUNCIL HELD AT 7.30PM ON MONDAY 3 JUNE 2024 IN THE SUDBROOKE VILLAGE HALL

29 – 24/25  PARISHIONERS ITEMS 

A resident had stated that she had reported on Fix My Street three footpath items:-

•   Length of shared footpath/cyclepath between A158 Greetwell Road Roundabout and North Greetwell village – surface in poor repair and width inadequate for pedestrians and cyclists to pass each other safely.

•   A158 Wragby Road East, length of footpath between North Greetwell and Lodge Lane, Nettleham – No facilities on the path for cyclists, poor repair and width inadequate for pedestrians and cyclists.

•   A158 Wragby Road East – length of footpath between Lodge Lane (to Nettleham) and Kennel Lane (to Reepham) – No continuity of cycle facilities on the path for cyclists after leaving the Sudbrooke to Kennel Lane shared use path.  Surface in poor repair and width inadequate for pedestrians.

32 – 24/25  NOTES OF MEETING HELD ON 13 MAY 2024 TO BE APPROVED AND SIGNED AS MINUTES

That the notes are a true record of the meeting and be signed as minutes proposed by Councillor Mike Taylor, seconded by Councillor Chris Thatcher and Resolved.

33 – 24/25  COUNTY/DISTRICT COUNCILLORS REPORTS IF RECEIVED

CC Ian Fleetwood stated that the flooding issues on the puffin crossing were being looked at.

District Councillor Maureen Palmer stated that it was now possible to hire a large bin from West Lindsey District Council as an alternative to hiring a skip.

District Councillor Trevor Bridgwood stated that Scampton Holdings would now be occupying 90% of the former RAF Scampton site and the Home Office 10%.

B    Greetwell’s Summer Event for D Day 80 - 8 June 2024  

i    Arrangements to date - Councillor Mrs Sarah Bates reported – Bunting would be hung; A Facepainter had been booked;   A Road Closure sign had been obtained along with cones.

ii   To agree those members attending the lighting of the Lamp of Peace on 6 June 2024 at 9.15pm on Westfield Avenue roundabout -  All members would attend this event.

C     Community Speedwatch – Anything to report – A further reminder had been made to LRSP for the post to be sited.

Data had been retrieved from the Speed Indicator Device as follows:-

Incoming vehicles – 2,041,331
Outgoing vehicles – 1,762,588

Total 3,803,919

Incoming 85% were adhering to the speed limit but this still left 301,524 over the speed limit.
Outgoing 71% were adhering to the speed limit which still let 507,286 over the speed limit. 

Maximum speed recorded was 122mph on 13.1.2024 at 3.00am.

291 vehicles were travelling at over 100mph, nearly all outgoing, one being at 10.00am on 25.4.2024 and another at 1.30pm on 14.5.2024.

D     Request for continuation of footpath from north side of A158 to link up with Nettleham – Report from Chairman – deferred until next meeting.

E     Commemorative plaque for seat – update – Three prices had been obtained

(a) Brushed aluminium composite sign with clear digital print to the face - £41.18;  

(b) Brushed silver/gold external engraved laminate plaque - £34.86

(c) Brass plaque - £9.99

That the Parish Council purchase item (a) proposed by Councillor Mrs Sarah Bates, seconded by Councillor Chris Thatcher and unanimously Resolved.

Councillor Mrs Jo Dimelow offered to varnish the seat prior to the plaque being fitted.

35 – 24/25  LAND AT THE CHASE PURCHASED BY LCC – ADDITIONAL LEGAL REQUIREMENTS

No further communication had been received.  

36 – 24/25  PLANNING 

Councillor Mrs Sarah Bates suggested that it may be an opportune time to now resurrect the formulation of the Neighbourhood Plan.  She would contact former Committee members.

Nothing to report.

39 – 24/25  CHAIR’S COMMENTS

The Chair thanked Councillor John Taylor and Vernon Stuffins for siting the planter at the eastern end of Wragby Road East.  In view of the planter sitting in fronting of the gateways Councillor Mike Taylor offered to paint the planter white.
