Written resignation received from Councillor Vernon Stuffins. Thanks would be conveyed to Mr Stuffins for his contribution to the community whilst a member of the Parish Council.

58 – 25/26 COUNTY/DISTRICT COUNCILLORS VERBAL REPORTS
County Councillor Trevor Bridgwood reported that there was an in issue with the works to PROW 131/1 in that no funds were currently available.
A report was given to CC Bridgwood of flooding during heavy rainfall at the bus stop, outside Truswells on the A158. CC Bridgwood would take this up with the LCC Highways Officer.
District Councillor Maureen Palmer reported that two hours free parking was now available at Gainsborough in West Lindsey car parks (not Marshall’s Yard).

B Gate at The Chase – A suggestion had been made by a Highways Officer that the gate as it was restricts usage of the public right of way. Members had no understanding of this as the gate was not ‘fixed’ closed. An alternative solution suggested by LCC would be to install barriers along a suggested line of the verge but members agreed that this would not prevent children running onto the road.

CC Bridgwood offered to take this up with his Highways contact and report back to the next meeting.
C PROW 131/1 – Path re-surfacing – This had been mentioned in CC Bridgwood’s report in that no funds were currently available. Item to be revisited in a few months.
D Seat – Westfield Avenue – to consider residents views as to whether the Parish Council should purchase a seat for siting on the roundabout – Four residents had responded with mixed views to this suggestion publicised on noticeboards and in the Summer edition of Greetwell News.
Following discussion it was proposed, seconded and voted unanimously that a seat should be purchased at a cost of £414.00 plus fittings and sited on the roundabout facing down Westfield Avenue. The cost would be borne using CiLS funds. Clerk to order and arrange fitting.
E Meeting with neighbouring Councils re traffic and parking concerns – verbal report of meeting held on 19.8.2025 – Councillor Mrs Sarah Bates reported that both she and the Clerk had attended the meeting which was well supported by neighbouring Councils. The main issues raised were parking on footpaths, speeding in some of the villages, the condition of the footpaths and roads and not being able to obtain a response from LCC Highways – emails being totally ignored or no action responses made to items considering needing attention.
A way forward had been considered by including, at a future meeting to be arranged, the three Ward County Councillors in order that items could be dealt with by them collectively.
60 – 25/26 TO CONSIDER GREETWELL PARISH COUNCIL ADOPTING THE GENERAL POWER OF COMPETENCE
As a qualifying Council that the General Power of Competence be adopted proposed by Councillor Mrs Sarah Bates, seconded by Ms Sue Pullen and unanimously Resolved.
61 – 25/26 TO RECEIVE THE ANNUAL INSPECTION REPORT OF THE PLAY EQUIPMENT AT THE CHASE PLAY AREA AND TO CONSIDER COMMENTS/RECOMMENDATIONS BY EKM LTD.
The Annual Report had been scrutinised by the monthly Play Area Inspector and his comments noted. He reported that no faults were found on the spring mobiles and the seesaw had had the base welded. He did however state that parts were not now available for the bouncing pole and this could not be repaired.
That the Bouncing Pole be removed and the ground made good unanimously Resolved.
62 – 25/26 TO AGREE THE DATE AND ARRANGEMENTS FOR THE CHRISTMAS TREE LIGHTS SWITCH ON EVENT AND APPROVE EXPENDITURE FROM EVENTS FUND
• Date Agreed – 4.00pm, Sunday 30.11.2025.
• Clerk to make purchases for mulled wine etc. Agreement given for use of the Bank debit card.
• Councillor Ms Sue Pullen to enquire if mince pies available as a donation from Ascona (local garage).

63 – 25/26 PLANNING
A Application WL/2025/00735 - proposed single storey extension to No. 11 and
new open Porch to No. 9 & 11 Eastholm – to ratify comments sent by Clerk
‘Due to time constraints between meetings the application has not been
able to be submitted to a full Council meeting. However, under delegated authority,
I have circulated the detail to members to view and those able to comment
have no objections to the application.’
Resolved that the comments submitted be ratified.
B WL/2025/00838 - Land north of Wragby Road East - application to erect 2no.
dwellings being variation of condition 2 of planning permission 146221
granted 31 March 2023 – amended site plan to show new location of the access
being variation of conditions 2, 3, 4, 6 & 8 of planning permission
WL/2025/00427 granted 23 June 2025 – Amended house type & garage design,
private drive realigned & parking arrangements updated, inclusion of section
of foot path updated boundary details and associated works & drainage details.
Council considered this application and Resolved to make No objections or comments.

65 – 25/26 CLERKS VERBAL REPORT
The Clerk reported as follows:-
• That she had attended the LALC Summer Conference at the Lincs Showground. She had found this to be very useful and informative.
• That the post holding the Speed Indicator Device had been damaged. Fortunately the Device was intact and had been removed. A new post would be in the region of £200. Due to two insurance claims during the last two years the Clerk advised that it would be in the interests of the Council not to make a third claim for this on the insurance. This would be an item for discussion on the agenda of the next meeting.

• Following two advertisers subscribing to the Greetwell News an enquiry had been made by one of them to display his advert in a noticeboard in the parish. Members did not object to the request for adverts paid for in Greetwell News being displayed in a parish noticeboard.
• That LALC were urging Parish Councils to adopt a ‘.gov.uk’ or ‘.org’ email address in order to comply with Assertion 10 on the next Audit, although this was not currently mandatory. The Clerk was following details and information on this and would keep the Council updated. She did however suggest that it may be advisable to incorporate a sum into the next Budget for the cost of such an email address.
• That the Council should adopt a Sexual Harassment Policy, Filming and Recording Policy and IT Policy. These would be agenda items for meetings in forthcoming months.
• She had set up, with members agreement, a Whats App chat group for members, mainly to bring an urgent matter to their attention.
