MINUTES OF THE MEETING OF GREETWELL PARISH COUNCIL HELD ON MONDAY 3 JULY 2023 IN THE SUDBROOKE VILLAGE HALL

45 – 23/24 PARISHIONERS ITEMS
Letter received from a resident expressing concern that a footway should be provided linking North Greetwell to Nettleham from the north side of the A158. Members agreed that this request would be further discussed later in the meeting under an agenda item.
46 – 23/24 TO RECEIVE APOLOGIES AND REASONS GIVEN
Councillor Mrs Jo Dimelow. Reason given accepted, unanimously Resolved.
47 – 23/24 TO RECEIVE DECLARATIONS OF INTEREST ON ANY ITEM ON THE AGENDA
None declared.
48 – 23/24 COUNTY/DISTRICT COUNCILLORS REPORTS IF RECEIVED
DC Maureen Palmer stated that the Councillors Initiative fund was now live.
She also stated that the District Council were now installing cameras where regular fly tipping occurred.
District Councillor Chris Darcel stated that he was meeting the Practice Manager at Nettleham Medical Practice regarding the appointment system currently being used.

B Community Speedwatch – Councillor Mrs Sarah Bates reported that she had not yet been able to retrieve data from the new device.
C Volunteering by Anglian Water – update re cutting back encroaching grass on footpath between Westfield Approach and roundabout/emptying of planter – The cutting back of the grass had proved a bigger job than originally thought. However, the area cut back looked better.
The planter had been emptied and a membrane put in. Councillor John Taylor would arrange for a bag of top soil to be delivered and dropped in the planter.
D New Puffin Crossing:-
i Update re opening – A good turnout had been received for the official opening of the crossing on 17 June 2023. ‘Townlands’ magazine would print an article on the crossing and Radio Lincolnshire were report at a later date.
ii Adjustment to waiting time - It had been found that the waiting time for the lights to turn to red at the crossing was quite lengthy. LCC were to look at whether it is possible to change the max waiting time from the current 30 seconds to 20 seconds.
It was noted that there was also heavy flooding across the crossing during heavy rainfall – Clerk to take this up with LCC.
E Greetwell Fields – letter of introduction – With a view to integrating the residents into the parish 125 letters had been delivered to the completed homes on the new development. The letter had included a welcome from the Parish Council, contact names of members, details about the parish, information about the ‘Greetwell News’ and a request for offers of help in delivering it to the area. To date no responses had been received.
Despite a further enquiry there had still been no response to the Parish Council’s request to the developers for the siting of a notice board on the new development.
50 – 23/24 TO CONSIDER PURSUING THE ADDITION OF A FOOTPATH/CYCLEWAY TO LINK UP WITH NETTLEHAM AND CHERRY WILLINGHAM
Members considered this along with the request from the resident referred to in Parishioners Items. It was felt that an extension of the current footpath from the end of the houses on Wragby Road East (northern side of A158) to Lodge Lane junction continuing down Lodge Lane to join up with the current path in Nettleham was essential. This would provide a safe walk or cycle for Greetwell residents from the crossing at North Greetwell to the Doctors surgery and Nettleham Village.
That the Parish Council request County Councillor Ian Fleetwood to pursue this request through the appropriate channels at Lincolnshire County Council unanimously Resolved.
51 – 23/24 TO RECEIVE RESIDENTS REQUEST FOR THE SITING OF A SEAT ON THE CHASE OPEN SPACE
Request received from resident that a seat be provided on The Chase public open space.
That the Clerk apply for grant(s) from WLDC or District Councillors and either one or two seats made from recycled material be purchased, depending on funds available, unanimously Resolved.
52 – 23/24 TO RECEIVE INVITATION FROM THE WITHAM VALLEY ACCESS PROJECT (WVAP) TO MEETING ON 18 SPETEMBER 7.00PM, FISKERTON VILLAGE HALL
Councillors John Taylor and Mrs Sarah Bates would attend this meeting.
53 – 23/24 TO CONSIDER MEMBER OR CLERK ATTENDANCE AT LALC SUMMER SEMINAR 19.7.2023
That the Clerk attend this seminar unanimously Resolved. It was likely that Sudbrooke Parish Council would agree to sharing the cost.
54 – 23/24 FINANCE
A Accounts for approval for payment/income
That the above payments be made unanimously Resolved.
B Bank Reconciliation to 30.6.2023 – This had been circulated to members and was noted.
C Budget against spent to 30.6.2023 – This had been circulated to members. Council was spending well within budget.
D To authorise Clerk to pay invoices during August – The Clerk was given this authority due to there being no meeting during August.
55 – 23/24 PLANNING
Application 146859 – extension and alteration works to existing dwelling, demolition of existing garage and erection of new garage – 26 Wragby Road East – That Greetwell Parish Council has no comments or objections unanimously Resolved.
56 – 23/24 CLERKS REPORT
The Clerk reported as follows:-
• Notification received for the annual play equipment inspection to take place during August 2023.
• Cllr Dimelow had planted out the tubs on corner of Westfield Drive and area was looking clean and tidy.
• Members agreed that a letter of thanks be sent to Mr Andrew Fielding for undertaking the care of the tubs over the past two years.
• Area of grass near to The Chase /bypass bridge has now been cut following a report to LCC Highways
• That some destruction of files was required and that the Clerk would purchase bags for the paperwork to be confidentially shredded.
• That LCC had offered sets of Litter Picking equipment for residents to use. Members agreed that 8 sets be requested.
