MINUTES OF THE MEETING OF GREETWELL PARISH COUNCIL HELD ON MONDAY 2 MARCH 2020 IN THE OLD SCHOOL, MILL HILL, NETTLEHAM.

PRESENT: Councillors John Taylor (Chairman), Mrs Sarah Bates (Vice Chairman), Chris Thatcher, Mike Taylor, Christine Myers (Clerk)

167 – 19/20 PARISHIONERS ITEMS

Letter from resident to Chairman re state of pavements on Wragby Road East. Chairman had responded.

Photos received from parishioners of parking on Westfield Avenue. The Parish Council suggested that the residents refer the matter to the Police.

168 – 19/20 TO RECEIVE APOLOGIES AND REASONS GIVEN

Councillor Keith Johnson, County Councillor Ian Fleetwood, District Councillors Chris Darcel, Cherie Hill and Anne Welburn.

That the reasons given be accepted - unanimously Resolved.

169 – 19/20 TO RECEIVE DECLARATIONS OF INTEREST ON ANY ITEMS ON THE AGENDA

Councillor Mrs Sarah Bates declared an interest in item 13 on the agenda – Greetwell Garden Party – to consider the charity to support for 2020. This event to be held at her home.

170 – 19/20 CO-OPTION TO VACANICES OF COUNCILLORS IF RECEIVED.

No applications received.

171 – 19/20 NOTES OF MEETING HELD ON 3RD FEBRUARY 2020 FOR APPROVAL AND TO BE SIGNED AS MINUTES

That the notes of the meeting be signed as minutes - unanimously Resolved.

172 – 19/20 POLICE MATTERS

Report received from local PCSO that there had been an incident of fly tipping at Greetwell Hall Farm.

Response received from Truelove Property & Construction Ltd to Parish Council’s request to make good the damage on the grass verge at Greetwell Lane/Wragby Road junction stating that it was considered that the tyre ruts would not compromise the ability to have the grass cut and that it would be difficult to do anything to this without causing further damage.

Members disputed this and instructed the Clerk to reply stating the Councils disappointment in the company not reinstating the area.

b)     Traffic Regulation Order – corner of Westfield Drive/Westfield Approach – nothing further to report.

c)     Compulsory Purchase of land at The Chase by LCC – Account received for valuation work by Banks Long & Co in the sum of £750.00. This had been forwarded to the Parish Council solicitors for payment.

d)     The Chase – notification of works adjoining The Chase – Galliford Try had sent notification that a retaining wall would be erected close to the timber fence boundary of The Chase play area. Assurances has been received from Galliford Try that all works would be re-instated upon completion, planting and landscaping as part of the ‘making good’ would be programmed and tied in with other works in the area during the next few months

174 – 19/20 TO CONSIDER PROPOSED WEST LINDSEY PARISH CHARGER AND COMPETION OF THE SURVEY

Members considered the Charter as a positive working relationship with the District Council. The Clerk was instructed to complete the on-line survey to that effect.

175 – 19/20 SPRING LITTER PICK FOR NORTH GREETWELL – PROPOSED DATE 4 APRIL 2020 - ADOPTION OF RISK ASSESSMENT

The Risk Assessment was reviewed. That it be adopted - unanimously Resolved.

GREETWELL GARDEN PARTY – TO CONSIDER THE CHARITY TO SUPPORT FOR 2020

That the charity to be supported with proceeds from the Greetwell Garden Party be the Lincolnshire and Nottinghamshire Air Ambulance Charitable Trust, proposed by Councillor Mike Taylor, seconded by Councillor Chris Thatcher and Resolved.

Note: Councillor Mrs Sarah Bates declared an interest as a volunteer for the LNAACT.

176 – 19/20 FINANCE

  • Nettleham Parish Council – Room hire - £15.00
  • Mrs C Myers – Expenses - £12.05

That the above payments, the Clerk’s salary and pension payments be made - unanimously Resolved.

177 – 19/20 PLANNING

a)     Neighbourhood Plan for Greetwell – update – Councillor Mrs Sarah Bates reported that all residents in North Greetwell had been delivered the questionnaire and the replies were currently being collected.

b)     A draft letter for circulating to Greetwell residents in The Chase area/St Augustine Road was presented to the Council. That this be approved for circulation - unanimously Resolved.

178 – 19/20 CLERKS REPORT

The Clerk reported that she would be attending training for the new website during the coming month.

That the cost of washing the gates at the entrance to the parish would be £38.00. That this cost be accepted as maintenance - unanimously Resolved.

179 – 19/20 CHAIRMANS COMMENTS

The Chairman stated that he had reported a large amount of mud on the A158. This had been dealt with by LCC Highways.

180 – 19/20 DATES OF MEETING FOR NEXT MONTH - Monday 6 April 2020 7.30pm – Annual Parish Meeting, followed by Parish Council meeting at 7.45 pm, - Small Hall, Old School, Nettleham.
