Grant Awarding Policy & Application Form
Greetwell Parish Council wishes to support activities of local organisations and causes which benefit the parish. A grant is any payment made by the Parish Council for the specific purpose for which it is claimed and for the benefit of the community.
1. Requests should be made on the Council’s application form which may be obtained from the Clerk either in hard copy or by email.
2. Applicants may be invited to a Council meeting to explain the application to members.
3. Applications need to be made by 15th November each year in order for them to be considered in the Parish Council’s budget for the next financial year. Grant awards to registered Charities in response to general fundraising appeal will not normally be considered; unless it can be demonstrated that it will be of direct benefit to the residents of the Parish.
4. Grants cannot be made to individuals.
5. Grant award applications originating from outside the Parish boundary will only be considered providing it is demonstrated that the Parish or the residents of the Parish will benefit.
6. If the organisation applying for a grant employs staff a full account of staffing costs must be included with the application.
7. All grant awards must be properly accounted for and evidence of expenditure in the form of a written report with receipts/invoices should be supplied on completion of the project in a written report.
8. The written report will be available for members of the public to view under the provision of Section 228 of the Local Government Act 1972 and the Freedom of Information Act 2000.
9. A verbal report at the Annual Parish Meeting will also be required from the receiving organisation.
10. Any monies not used must be returned to the Parish Council.
11. When evaluating an application the Council will take into account the followings:-
- Does the Council have a legal power to incur expenditure on the activity?
- Will all or part of the area, or some or all of the inhabitants benefit?
- Has the applicant demonstrated initiative in fund-raising/match funding?
- Has the applicant applied to other organisations/bodies for funding?
- If the body applying for a grant employs staff, is it a registered charity?
